<p>The team of negotiating panelists representing colleges, administrators  and students rejected the newly proposed regulations released by the  U.S. Department of Education on 15th January. What kind of intervention  is needed to resolve this stalemate?<br />
Recently, the draft proposal by the U.S. Department of Education was  greatly disregarded by a team of negotiators representing all sectors of  higher education. The proposal suggested that a maximum ratio between  vocational degree program graduates’ debt repayment burdens and their  annual salaries be put into place in order to determine whether such  programs prepare their students for what would be termed as ‘gainful’  employment. The two parties involved are still trying to iron out some  issues in order to find common ground.</p>
<p>According to Inside Higher Ed the Department apparently ‘stepped back  from its suggestion to link programs&#8217; tuitions with the salaries of  their graduates’ attempting to develop the new rule based on debt and  salary. Although the original suggestion was arguably in sync with the  desired ends, major concerns arose. The proposed new rule advocates for a  maximum of 8 percent of a recent graduate’s annual income towards debt  repayment load for graduates of vocational programs and most for-profit  offerings.</p>
<p>The Department’s proposal was somewhat in line with the Obama  administration’s plan to restrict borrowers’ maximum annual student loan  repayment to 10 percent of a graduate’s discretionary income,  considering the team met on the same day that these plans were made  public.<br />
Critics however questioned the U.S Department of Education’s authority  in dictating price control mechanisms; claiming that such  responsibilities should be left to Congress and Mr. President.  “President Obama has the good sense to maybe send a message to the  department that it’s a legislative issue,” remarked a disappointed and  very vocal representative, “not a regulatory issue, and that he proposes  a law to do this, not a regulation.”<br />

Which viable options remain for students to get funding for college?</p>
<p>Tuition, room and board costs for the most expensive school in the US  averages at $50,000 annually. When it comes to private colleges the same  annual bill amounts to an average of $34,000 while for public  universities the figure stands at $14,000 – these are no small sums for  parents to come up with in a deep rooted recession. <a href="http://www.degree.com/">Accredited distance learning</a> assumes  the same tuition costs for the “brick and mortar” colleges but is a lot  cheaper since students leave at home while undertaking <a href="http://www.degree.com/">on line studies</a> disregarding cost for  room and board. <p>In the recent past, parents defrayed their children’s higher education  by securing loans against their assets, for instance, home equity was  the most common one but they have greatly been devalued. Reports by  various college funding consultancy firms, especially those working with  high income families claim that, “Even parents who thought they were  fully funded for college are now trying to determine how to fill these  gaps.”</p>
<p>Students are left with no other option but to borrow. The congressional  action together with the credit crisis has led to the great imbalance in  the lending industry over the past two years. Perhaps the biggest blow  that hit the lending industry is when Congress froze subsidies to  private lenders that issue government-supported loans through the  Federal Family Education Loan Program.</p>

Over the years, women have been bridging the  divide between them and their male counterparts in the business world. Many years back, it was  believed that women were cut out to fill just but a few positions in  society – non including those in the corporate world. Their roles  included being: homemakers, mothers, daughters, wives and much later in  life, ‘graduate’ becoming grandmothers. With the progression of days,  women started breaking out of the cocoon and started competing with  their male counterparts: at an equal footing almost. Women are getting  empowered with not only bachelor’s college degrees but also MBAs.  Although the divide is still small between men and women, it has been  bridged noticeably with more and more women taking charge of executive  boards.<br />
In business school, the dust doesn’t seem like it will  settle anytime soon, as the fight for an equal footing is greatly  underway. Ellisa Ellis-Sangster, executive director of the Forte  Foundation which strives at educating young women and network them to  land business leadership positions, commented that the number of women  MBAs has significantly increased as 30 – 40% of students currently  working on their MBAs are women.<br />
A part time junior at a New York  based business school said that, even at the undergraduate level,  students aren’t really encouraged to pursue their MBAs.  Asked whether  she would pursue an advanced <a href="http://www.degree.com/">degree</a>,  she admitted she was unsure but she knew it would give her monetary  gain and leverage compared to her counterparts. “My boss has told me  that most companies will just throw more money at you if you have a  master&#8217;s. And as unfortunate as it is, women still do make less money  overall than men do in today&#8217;s economy. So anything they can do to make  extra bucks, such as getting an MBA, is probably a very smart idea,” she  said.</p>
